Opportunity Information: Apply for DOSPNG 23 GR 001

The U.S. Embassy in Port Moresby, through its Public Affairs Section (PAS) at the U.S. Department of State, is offering funding through its Public Diplomacy Small Grants Program under an Annual Program Statement (Funding Opportunity Number: DOSPNG 23 GR 001; CFDA 19.040). The opportunity supports projects that advance shared priorities between the United States and Papua New Guinea, the Solomon Islands, and Vanuatu. Proposals are expected to align with U.S. Mission goals and clearly contribute to strengthening economic, social, and environmental conditions in one or more of the eligible countries. A central requirement is that each project includes a meaningful American element, such as an American cultural component or a direct connection to U.S. experts, organizations, or institutions in the relevant field.

To be eligible, proposals must fit within one of four program themes. “One World” focuses on ethical and sustainable use of natural resources, including biological conservation activities, practical workshops for business owners on sustainable land and sea resource management, and initiatives that encourage clean energy adoption. “Women Mean Business” targets women’s economic and civic empowerment, including training and workshops that support women’s participation in business and politics, efforts to promote women’s rights in the workplace and civil society, programs that expand women’s access to credit and other financial tools, and initiatives that create economic opportunities for women in fields such as STEM and aviation. “Defending Freedom” supports programming that highlights and encourages democratic values and institutions, including free and fair elections, media freedom, and human rights, while also recognizing shared partnerships in war and peace. “Partnerships for Life” aims to build lasting international education and business connections, such as sister-city relationships, university-to-university partnerships, linkages between business councils, legislative connections, and sustainable student exchange programs.

Awards are offered as grants or cooperative agreements, with project performance periods ranging from 2 to 12 months. Funding levels depend on applicant type: Papua New Guinean individuals and nonprofits can request between $500 and $24,000, while international nonprofits may request between $5,000 and $250,000 (the stated ceiling). The total funding available is listed as “to be determined,” and the notice notes that awards are subject to funding availability. The anticipated program start date is no later than October 15, 2023. The original closing date listed is August 1, 2023, and applicants are directed to consult the U.S. Embassy Port Moresby website for the full set of grant opportunities and detailed application instructions: https://pg.usembassy.gov/education/all-grant-opportunities/.
