The selected organization must also develop a detailed standard operating procedure (SOP) that explains exactly how the scorecard will be implemented at facility, district, and provincial levels, including which institutions, networks, and community structures will be engaged to reach key populations accessing MOH sites in Lusaka and Southern Province. The SOP is also expected to spell out how field teams will be supervised and supported technically to ensure respectful engagement with recipients of care, proper and consistent administration of the scorecard, and reliable reporting through monthly and quarterly updates over the life of the award.
Beyond tool development and implementation planning, the grantee is expected to map key population-friendly health facilities and services in Lusaka and Southern provinces, which supports both targeted monitoring and practical navigation for communities. The organization must also develop a plan to share findings and track the implementation of actionable recommendations, including feedback mechanisms back to health facilities through MOH channels. Finally, the award anticipates continued respectful national-level dialogue: in partnership with MOH, NAC, and PEPFAR implementing partners, the grantee should help translate scorecard learning into tangible best practices for key population service provision.
The award structure is straightforward and modest in size: one anticipated award with a ceiling of up to USD 50,000 (or the Kwacha equivalent), funded under FY2024/COP23 allocated funds.
