Opportunity Information: Apply for OFOP0001333
The DigiGirlz Alumnae Incubator Program (Funding Opportunity Number OFOP0001333, Assistance Listing 19.040) is a U.S. Embassy Morocco grant competition to select one Moroccan organization to run an incubator for alumnae of the long-running DigiGirlz Mentorship Program. Launched in 2017, DigiGirlz has graduated more than 2,000 participants, and this new initiative is designed to take a smaller, competitive group of alumnae beyond basic skills-building and into real startup creation. The central idea is to help young Moroccan women move from early project ideas to implementation through advanced entrepreneurship training, structured mentorship, strong professional networking, and seed funding, with a clear emphasis on solutions that address climate and sustainability challenges.
The program is built around four main objectives. First, it aims to increase women-led STEM innovation by equipping selected participants with deeper support in entrepreneurship, technology development, and startup execution so more women can become founders and technical leaders. Second, it seeks to strengthen a fairer and more inclusive STEM startup ecosystem by directly tackling barriers that commonly limit women in entrepreneurship, including bias, access gaps, and uneven professional networks. Third, it focuses on employability and business readiness, meaning participants should leave with practical experience in building business plans, pitching, fundraising, and networking, not just technical training. Fourth, it explicitly promotes climate change innovation and leadership, encouraging participants to apply STEM skills to environmental problems and to develop sustainable, eco-friendly technologies or strategies with real-world impact.
Applicants are expected to propose a clear three-phase program design. Phase one provides advanced entrepreneurship training and dedicated mentorship for up to 60 DigiGirlz alumnae. Phase two adds quarterly networking events to connect participants with professionals and encourage collaboration across teams and sectors. Phase three culminates in a pitching competition where up to 10 projects (organized as teams of 1 to 15 members drawn from the DigiGirlz alumnae network) can receive seed funding. Seed awards are expected to range from USD 5,000 to USD 10,000 per selected project, with the possibility of higher seed awards if additional funding becomes available later. The notice also notes an estimated fixed cost for program implementation of roughly USD 50,000 to USD 70,000, separate from the seed funding emphasis.
The award is funded by FY24 Smith-Mundt Public Diplomacy funds and will be issued as a cooperative agreement, meaning the U.S. Embassy Public Affairs Office will play an active role during implementation rather than acting only as a funder. Embassy involvement includes providing branding guidance, approving marketing and promotion, approving venues, reviewing and approving recruitment and selection plans for participants and trainers, helping connect the program with U.S. exchange alumni and U.S. companies, and reviewing speaker/trainer rosters and activity content. The anticipated start date is October 2024, and the project must be completed within 12 to 18 months. The Department of State may consider non-competitive continuation funding beyond the initial period if funds are available and performance is strong.
Total funding available is USD 120,000, with one award anticipated. The notice describes award amounts as ranging up to USD 120,000 (with the total ceiling at USD 120,000), and it also flags that any future added funds should only be used to increase seed funding in the final phase. Cost sharing is allowed but not required; there is no minimum or maximum matching requirement.
Eligibility is limited to Moroccan associations and organized civil-society organizations that are established, have experience running youth STEM programs, and have full SAM registration. U.S. organizations and NGOs are explicitly not eligible. To receive an award, organizations must have a Unique Entity Identifier (UEI) and an active registration in SAM.gov; DUNS numbers are no longer required. Entities listed on the Excluded Parties List System in SAM are not eligible, and ineligible entities cannot participate in funded activities.
Applications were due by Wednesday, May 22, 2024 (by midnight). Submission is handled electronically via MyGrants or Grants.gov, and the opportunity also states that application materials must be submitted by email to RabatGrants@state.gov. Questions are directed to Rabatgrants@state.gov with the subject line "DigiGirlz Alumnae Incubator Program." The application package requires standard federal forms (SF-424, SF-424A, SF-424B), an organizational information form, a project narrative, a detailed program description (no template provided), a budget proposal in U.S. dollars (using an exchange rate of 1 USD to 10 MAD), CVs in English for the director and key personnel, and final organizational registration papers (which may be provided in Arabic). Formatting rules are specific: submissions must be in English, budgets in USD, pages numbered, formatted to 8.5 x 11, and Word documents should be single-spaced in 12-point Calibri with at least 1-inch margins.Apply for OFOP0001333
